Artemisia pycnocephala and Salvia spathacea. Beach Sagebrush is great for contrasting with Salvia or Ceanothus.
Description
Artemisia pycnocephala, Beach Sagebrush, is a perennial-shrub,
2ft silver mound. The softest plant I have ever seen, after a couple of
years this little bush needs to be pruned back and allowed to grow back
into it's soft blanket. Beach Sagebrush is nice for a quick
fill. It will tolerate other conditions but loves beach sand next to
the ocean. Tolerates salt spray and salinity.
