Atriplex leucophylla, Beach Saltbush.
Beach Saltbush grows along the coast in sandy areas next to the bay, or along the high tide line of sheltered inlets. It's native from about Ft, Bragg to Baja. Very small and low it can grow a few ft. across and an inch or three high.
